There isn't a perfect answer because Fish and Wildlife Services can interpret the law as they see fit. I'm sure many of them are outdoors people too and aware of the issues.I've been to a number of fly tying shows and I have never seen an incident.I would say just don't ask for trouble.

As I understand it USA birds can't be sold in the UK. Birds sold in the UK are european birds shot somewhere there.

Before you go nuts over USA golden plovers let me say USA curlews are protected also.

If you buy a UK skin from a USA store there is a paper trail showing the skin came from overseas. The dealer, or importer has papers.
