Plain old hairspray might work, it was also used years ago as an artist's fixative for pastels and charcoal.

Here is the other size suggested in the article. A #16 tied with a Peacock eye herl.

I ran across this fly while cleaning out my old American Fly Fishing mags. It is named for three rivers in Massachusetts.
