Found this in Fly Fishing the North Country Tradition by Leslie Magee and thought it would be fun to tie and fish.

Hook. Mustad 3906B.
Silk. Pearsalls gossamer Brown #17.
Body. Brown silk dubbed with hares body and ribbed with fine silver wire.
Hackle. Brown hen run all down the body.
Wing. English Partridge wing quills.

I predict that you will be successful, in the right circumstances. I enjoy his book.

Was the original tyed with a Bustard wing? Just curious.

Looks like a very effective fly. The buzzer style body will create a slow sink rate, allowing the fly to fish near the surface.

I don't think bustard was used as a wing material but I do think Fluorican bustard would look good as the wing.
The Fly was tied as I can find from my readings for night fishing with a large moth imitation. Indeed there a whole chapter devoted to this in T. E. Pritts book North Country Flies. The Fly reminds me of our own October Caddis.
