It can, but the translator uses the term "wet fly" consistently elsewhere in the book, and in this instance adds italics to moist.

Translating can be somewhat of an art. Moist isn’t a common term in fishing but that was the translator’s choice. This writer uses the term emerger. He goes on to say that the fly isn’t really a dry fly, an emerger, a shuck or a stillborn. He says it can be fished on the water or under the film so “moist” would be a good description.
