I use my scissor tips to do the same thing. I don't "snip" the thread. Just vee the last 1/8". it has the benefit of only cutting items under tension. (Usually) It will occasionally grab a hackle barb and pull it tight and cut it.
I'll have to look and see if there is one in my wife's old manicure set.

So, that's what that thing is.....it's in the medicine cabinet with all the other tweezers and wheezers and nippers and clippers. I think you are on to something Ray!
